Tomoka is a farmer living in New Magincia.
Meeting him in Ultima V, Tomoka spoke of how everyone of them worked hard for the gain of all of them, and that their dependence on each other had risen recently with Lord Blackthorn taking away half of their harvest. Tomoka added that while Blackthorn had promised to improve their lives, he'd seen little coming from that empty promise, adding that Lord British would've never done such a thing.
When Tomoka asked the Avatar if the hero believed in Lord British's return, the hero agreed, making Tomoka cheer up, since he had been starting to lose hope.
