In Ultima V: Lazarus, he's a fully developed character. He's a detestable individual, collaborating with the Oppression to keep the city under their control. As the Avatar would find out, Paul had strewn dirty rumors about a knight's wife, Brethil, and his friend, Tallon. Paul was jealous of Tallon's rise to dockmaster, and wanted to discredit him. When he accidentally boasted about this while Tallon was present, Paul quickly fled the city in fear.
