Pamela is a woman in her thirties and the innkeeper of Cove during Ultima VII.
When the Avatar first met her, she mainly talked about her job and offered to rent out a room. She also talked a little about Cove, the town of Love and what it meant. After the Avatar had talked with Lord Heather about the various pairings in Cove, Pamela admitted that she loved Rayburt because he was such a nice and calm person. As a bonus she also liked his dog Regal.
