Judy is an old, sad sorceress.
When the Avatar found her on the fifth level of the Abyss in Ultima Underworld I, she at first thought it was her lover Tom. However, it would never be him, since he'd be cast into the lava years ago by a headless and the loss had driven her mad. She couldn't even remember his face and would give everything for a picture of him.
The Avatar later returned after getting a picture of Tom from Bolinard. Judy's memories partly returned and a single tear of hers fell into the lava, forming the Key of Love, one third of the Key of Three Parts.
