Blissful is a majestic seahorse that lived in a river in Cove during Ultima IV.
Blissful told the Stranger that she knew a lot about the Codex of Ultimate Wisdom. She told the hero to ask the Ankh in the nearby shrine how to enter the Codex chamber. Following up on a hint from Allen, when the Stranger asked Blissful about the Abyss, she said that the hero should meditate at the Shrines of Honesty, Compassion, and Valor for three cycles to know how to enter.
