Bakura is a master in the art of staff fighting.
In Ultima IX, the Avatar discovered him living a little west of Yew. Bakura had something against visitors, and at first was unwilling to deal with the Avatar at all. After several failed attempts to initiate conversation, Bakura had enough and offered a deal; should the Avatar manage to get him the Star of Britannia, he would teach the third and final staff fighting technique.
The Avatar found the star near Trinsic and Bakura kept his word. After teaching the final technique, Bakura told the Avatar to leave him alone.
